A FOIA request was submitted to California State Polytechnic University – Humboldt concerning the status and scholarship details of Chinese National students on June 3, 2025. The request, sent by Redwood Empire News in collaboration with The Coalition Opposing Governmental Secrecy, seeks detailed information under the California Public Records Act § 6250 et seq.

The records requested include:

1. Documents or lists identifying all current students who are Chinese Nationals and their respective departments of study. If specific student names are protected, a total count of such students broken down by department is requested.

2. Information regarding scholarships awarded to Chinese National students, including the amount and source of each scholarship.

3. A list of recipients for any scholarships granted by entities affiliated with the Chinese Scholarship Council, unless this information is already included in the previous request.

4. Policies or procedures that outline how the university monitors students, including Chinese Nationals, to safeguard its Intellectual Property and other confidential information.

As members of the media committed to transparency and accountability in public institutions, we believe access to these records is crucial for fulfilling our professional responsibilities. We have also requested a fee waiver due to our role in disseminating information to the public.

Our organization works alongside The Coalition Opposing Governmental Secrecy, a non-profit dedicated to investigating governmental agencies through Freedom of Information and Sunshine Laws. This effort aims to enhance public understanding and oversight of government actions.
